I think for your budget that's about the best you're gonna get custom built. You could also consider the Vanquish Level 3 (prebuilt so no hardware upgrades) and add your own SSD ($130) and come under budget. Even if you really want Win8, upgrading should't be anymore than $100 more (total of 1289 vs 1337). This way you'd get a better CPU cooler, lighting and a nice OC.

The GTX 760 and the Radeon 7950 are pretty much identical in performance so no gain/loss there.

I agree with fstcvc, a Vanquish Level 3 with a couple of tweeks gets you a better system. Though, no hurry to upgrade to Windows 8, many still strongly prefer the interface of Windows 7.
