Expectations:I'm currently running a 2 monitor setup. 15 inch samsung and a 27 ips lenovo monitor. Ive got my PC sitting on my desk as well to prevent hair and dust build up. Expectations are casual web surfing, twitch streaming, YouTube, homework, etc.

Are you gaming?  If so, the Vanquish level 3, Best, with its gtx 1070 is just right for the budget and you 1080p monitor. 

If no gaming, then the level 2 , Better, would be fine. 

If in the budget get the best you can, the Level 3.  Never know what you'll be doing in a year or two.

The Vanquish is non-oc and just pick the storage you need.   Try to stick with Western Digital for a hard drive.  Better reliability and warranty.

Bprat, yes I will be gaming. On steam, gta v, csgo,h1z1. Etc. Also can the 1070 do 4K?

For 4K you will need SLI 1080s or an overclocked Titan I think.

Yep, for 4K , you need at least a gtx 1080 or sli, 2x 1080 if you want high graphics at decent frames.   A gtx 1070 will drive a 4K, but graphics would have to be lowered.
