Can this PC run Skyrim with mods

I am new to these forums so if I do something wrong let me know.

I have been meaning to get a PC for a while now. I'm most likely going to get the Vanquish 3 Level 1 because of how cheap it is compared to the others.

I just have one question.

Could the Vanquish 3 Level 1 play skyrim on ultra with some Graphical mods? I've been looking for something like this everywhere and haven't found anything yet.

The 4GB of VvRAM on the 960 will help, but it won't be enough to run Ultra.

You would need at least a GTX 970 to run ultra + mods from what i've seen. If you want to add anti-aliasiing and such, then you'll be looking at the lv. 4.
