I get it just from watching youtube fullscreen, takes like no load at all.

Sorry to hear...I only experience it at frame rate around 200Hz, which I only get on synthetic benchmarks. I believe I have heard that EVGA has revised their card design because of all of the coil whine issues. If you have an EVGA card, an RMA may be your best option here. You can have them put a hold on your credit card while they ship you the new card and they'll release the funds once they get the defective unit back. You may also have integrated graphics which will work for most light loads, like web browsing and watching videos.

Did this start after your Bios update?   Just curious.  Mobo's can also whine as well as the psu. 

Probably the 970, there is a big history of it, but I would unplug the rig, unplug the connectors from the psu if its modular and reconnect.  Reseat the 24 pin and 6/8 pin to the mob and the Pcie power cables to the 970.  Reseat the 970.   Any voltage instability can make it worse.  Check the caps, tubular cans, on the mobo for any bulging, discoloration, etc. 

All this is most likely a waste of time, but never say never.

Not modular and was doing it before the bios update. I'm glad I specificly requested an EVGA card now, hope the RMA is quick.

Some say limiting FPS can reduce coil whine. vsync or some other way to limit FPS

I have not experienced it on a video card. I have only heard it with power supplies ( and not PC ones, but cheapo ones such as one I had for an iPod.) So I have never tried to fix it. I am just posting something I have read

EVGA is sending a replacement, I had a minimal whine with my 570 above 60fps that I could just ignore. I get it on this one just scrubbing through a paused video in virtualdub as well, and it's more of a rattle, very annoying.
