Could someone give me two configurations, one for no more than $1500 and the other no more than $2000 that runs fairly quiet.  That's my top priority.  I will sacrifice performance and overclocking for less noise.

Some of the other items I would like:   i7 Processor,  6GB DDR3 System Memory, NVIDIA Video Card, 500GB Hard drive. Vista Home Premium 64bit. Do not need monitor or keyboard.  I do not buy computers often, so future expandability would be nice.

Usage is for web browsing, office packages and games, though the games are not top end graphics, normally MMRPGs like EQ2 or Eve.

I am not sure I can get a quiet system for less than those two prices, and am a bit concerned the pre-builts would not be quiet, so I am asking.

most of your noise is going to come from your gpus, otherwise noiseless is Liquid cooling which your budget does not allow for.
