I have an after market air cooler on My processor. How do I increase the speed of the fan? Noctua NF-P12 (dual fans)

If the fans are plugged into the motherboard then you might be able to select some presets in Bios, depending on the mobo.   Bios is DEL key while booting.

You might also have mobo software like Asus FanXpert.

It might also have a low noise adapter installed between the fan and mobo.   The low noise adapter is a short cable with a resistor embedded in it to slow the rpm.

Good luck.
