Hey every one and thanks for stopping in to help me with my question.

DISCLAMER IM NEW AT OC

I am running an I7-8700K in a ASUS PRIME Z370-A MOBO. My goal for my first "Stable" OC is to get this CPU to hit 4.8 and be sustained I'm running the COOLER master Hyper 212 in a push pool. My air flow should be sufficient for sure. bios settings are

cores synced 48

manual Voltage ive tested any where literally from like 1.2-1.35 in .005 increments. no offset (idk how that works yet) 16g ram buddy gave it to me so im not even sure thats OC able.

I have watched a ton of youtube videos and everyone gets it to 5 ghz but its on liquid cooling or delided and im way to new to delid my stuff. so any insight on maybe a settings im missing or a idea would be great. my system physically runs safley with my over clocking settings now! but WILL NOT pass prime 95 for more than 15 mins. OCCT it will run all day but from what i understand prime is a much harder test so idk let me know what u guys thing thanks!

i think you have an unstable oc.  if you can't get Prime to run longer than that it ain't stable.  Prime is specifically a long term test.  Intel Burn is for a shorter run (30 loops or so/15 mins) to establish a base line. 

that air cooler of yours is a good price to performance budget cooler, but it's not a high end air cooler like a Noctua D14/15.  i wouldn't be pushing oc on budget air coolers.  that being said:  multiplier oc'ing isn't all that complicated. 

Targets:

4.8 GHz @<1.3V
4.9 GHz @<1.35V
5 GHz @<1.4V

and make sure your heat isn't over 80C.  if it gets hotter you need more/better cooling or you'll need to back down on the oc. 

if below 80C after the above, set your Uncore/Cache/Ring Ratio to ~5mv for every 1x above 44x on the core multiplier.  if that runs stable you can set your memory to the XMP profile setting and run Prime with max memory for a long (12 hours min.) test.

Was able to get a successful on every CPU stress test with a oc of 4.8 at 1.3v to include extreme settings on intelligent burn and 8+ hours on occt. Prime 95 however doesn't like my cpu so Intel burn says I have a stable oc that on stress hits 90c but that's just at spike.
