I'm looking at turbo boosting and my question is by turbo boost does that mean that i have to enable turbo boost or will they do it.

Intel's Turbo Boost is a process by which the CPU can temporarily overclock itself when stressed.

For example...

3570K is a quad-core at 3.4GHz default speed.
If one core is in use, it runs at 3.8GHz.
If two cores are in use, it runs at 3.7GHz.
If three cores are in use, it runs at 3.6GHz.
If all four cores are in use, it runs at 3.5GHz.

Normally this ability is enabled in the BIOS, but you can turn it off.

Note that overclocking the CPU means that all cores run at the overclocked speed and they do not boost any higher.

Short answer is yes, but:
The processing power in games comes from your video cards.  The video cards have to communicate to the CPU via bus. If the video cards send information faster than the bus can handle you get a bottleneck.  OC the CPU can help because it can process the data faster.  Higher speeds mean higher temps.  All assuming you have a CPU that is allowed to overclock in the first place.

CPU is the brain of your pc, when you oc its like making your cpu think at a faster rate.

this will help everything with your pc, but at a certain point its not that important, your res, cpu, what game you playing all play a factor, add to that what jerryW said.
