Local Drive (C:) full

My local drive (C:) is full. It has 223 GB capacity, with only 457 MB of free space.
My E: drive has 931 GB capacity with 681 GB of free space.
Can I just transfer over files? Should I buy more storage?

I'm sure you can transfer this files, but not all. You do not have too much experience, so the combination is gone.
Transfer files such as videos, photos, poe, music. Do not move the system and do not move the contents of the program (this can be done, but I can not explain it). You do not have to buy anything at all. Regards Diablo 3 power leveling, Rocket League Crates and PoE Orbs, Exalted & Chaos orbs
all of this (and more, cause there is games like GW2, FFXIV, TES and EVE Online

you can leave the OS on the C drive and drag and drop data like pics and docs to the other drive. 

right mouse hold down and drag to other drive, you should get a drop down option to move or copy, select move.  you can do this for folders as well as files. 

you might have to hold down shift key as well while doing this.  hope this helps.

to add to what db said, Just make sure you don't move any windows or program files over.

You can also lower your space for recycling bin to free some space as a temp fix, but you will need to move to a bigger drive by cloning or do as db suggested and move media and personal files over to the second drive.

to set recycle bin space right click recycle bin and go to properties, make sure c drive is selected and then look at the size set, you can easy go to 4gb or 2gb, all that means is that if you set 4gb for example, if you delete a file bigger than 4g it will be directly deleted and not go to the recycle bin (aka it can't be restored).

You can use CCleaner to clean temporary files on your system. If the C: drive still has low space, you can consider moving your user profiles to E:.

We don't recommend that here, its not a good idea to have os dependent on 2 separate drives.

The best answer is to clone the current drive to a new bigger drive (assuming temp files and etc., have already been taken care of).

Since there are more than 600 Gb free space on E drive, you can reallocate the free space on E drive to C drive directly without buying another storage.

it's just easier to move files to the data drive and then change downloads and such to the E drive as default. 

you can only extend the partition into contiguous (next to) space that comes after the partition you want to expand.  if even an empty drive is in the wrong place he won't be able to expand the C drive into it.  he would then have to delete the drive, extend C drive, and then recreate the E drive. 

if this is a laptop, be careful of a hidden recovery partition on the C drive. 

you should backup your files before doing this. 

in any case, you can't move "My Programs" or "Windows" folders as they are tied to the registry.
