One GPU fan never turns on

I run two 980s in SLI. Both fans work and are running at boot up but while under load and gaming only the top GPU has fans running. The bottom one just twitches a little bit every couple of seconds. Temps seem to differ around 20 degrees the hottest one being the top (64-70) and bottom is around (43-45). I tried switching the GPUs. Both ran at boot up but still only the top ones fans ran during gaming and bottom on twitched. How can I get both fans to run? I have had the pc for about 3 years not even sure if this was a thing from the start, never really paid the much attention to the fans till now.thanks.

You should have paid attention because you need to replace your gpu.

Contact manufacturer for replacement

but they are both working in the top slot. The last slot is the prob. Maybe the motherboard?

Lol i misread your post. Apologies.

So your gpu that Is at 45c doesn't need the fans to run, fans are set to run at certain temps. You can change that but I would not , all seems correct.

where can i go to see the required temp for the fans to kick on?

Download precision (evga) or afterburner (msi). Both work no matter what you got.

If your graphics cards have the zero fan spec then they won’t turn on until about 60-65 C.     Top card always runs hotter. All appears normal to me also.
