I re-installed windows about 2 weeks ago because I got unorganized and wanted to start fresh and ever since I've noticed slow performance in some cpu bound games. I decided to check the cpu clock and it wasn't what it's supposed to be. My cpu was supposed to be overclocked to 4.4 ghz but everything, from bios to cpu-z, was telling me that it's clocked at 3.6 ghz. I'm new to having a new computer like this so i'm extremely unintelligent with all of this but I was wondering if someone could just explain everything to me haha. Her are my specs:

Hi Frido...  Have you checked the cpu overclock while the rig is under load, such as gaming?  OC only kicks in under load.

Re-install of Windows shouldn't change it, but it does sound like your Bios reset to Default with no oc.

Go into Bios, DEL on boot, Advanced tab and Tools tab and select a saved profile.  DS does save them there just in case. Not sure the name, maybe Custom.   Hit F10 to save then exit.

Consult the mobo manula to check the precedure.

If in doubt, call DS and they will gladly help and get it going in no time.

Nope. The 3800mhz is the 3820's boost or Turbo oc built in.    Not sure what DS did oc'd it to originally but if it was 4.4ghz then it should be 4400 mhz, give or take while gaming.

Maybe try another saved profile or give DS a call if Bios was cleared and the settings lost.

Good luck.
