Budget:1000-1250


Expectations:
1080p gaming 60+ frames and support for more than one monitor
(Sli if possible but not a huge deal)a cool case will never hurt either

Usage: Lots of gaming and streaming along with some editing

Special Needs:
Lots of expandability is a must
Also my gaming room can get quite chilly like as low as 48 Fahrenheit
But summers get warm as 75 (bad insulation in this room it was a garage but I made it into a gaming room and living room so insulation isn't the best)

The Vanquish level 2, which I think that build is with the gtx 1060, will give you some very good gaming on a 1080p display. You wont get 60fps at the highest settings with all games, but just tweaking settings down a bit will, and still look great.

For your budget, that config is right on.

If I upgrade the graphics card will it give me 60 fps at 1080

The stronger the video card the more games will give you 60fps at max settings.   A gtx 1070 for 1080p is the recommended card.
