The only game causing this amount of pain for the Performance Spikes is far cry primal.

Keep the inside and fans clean of dust. Download HWMonitor to check your temps.
The gpu should be running below 80C at full load. The noise could be many things, fan noise (air), fan blades hitting something, or coil whine. Others will probably give you more detailed advise as to the noise but cleaning is a must. Also post the model card and details of your system  so the more knowledgeable are able to identify other possible issues causing the noise. Main thing is to monitor temps.

Follow hoserator 's advice.

Some custom, multi fan cards have fans that only kick on at a particular temperature, like 64c for example. Is that when the noise starts ?

Some noise is normal when the fans kick on with certain manufacturers. My MSI is quiet when they kick on but not so in all cases.

Sounds like a bad fan if it's loud.

Graphics card fans are typically the loudest part of rig under stress. If your is the reference single fan type, then it will be louder than some of the custom cards.

Far Cry primal on High settings is going to push your hardware.  what type of "sounds" are you hearing from your card?  can you explain it.  does it sound like a hair dryer from the blower cooler pushing out all of that hot air?  does it sound like a high pitched whine?  is it a "ticking" sound?

as for your cpu performance, this game has bad multi-core scaling, so you'll see a single core maxed out while the rest don't do much.  try disabling hyper-threading on your cpu, it might (depends on game) improve performance.

your 1060 is probably being bottle-necked as well if you're playing at 1080p res.  try increasing the resolution if possible and turn up the graphics settings in order to shift more to the gpu side of things-you have 6GB of VRAM on that card so you should be fine.  what you really need is a k-model proc that can increase its frequency.

Never played Primal, but the FarCry series has proven to be the toughest on my graphics cards.   It just drives them hard.
