RAM speed 2800 MHz

I'm looking at building a new system, and am wondering how much difference 2800 MHz RAM makes as compared to 2666 MHz which seems to be more widely used.

To me, someone oblivious to hardware, it looks like it's 10% faster so it's good right? But surely I'm wrong, please help me understand why.

Depends on your budget, if you're spending $6,000+ it's not a bad upgrade to consider since the price difference isn't that high. The 2800MHz will give you a small performance gain.

professional work usage sees some moderate gains with faster ram, but for everyone else: for the most part, the base advice is to aim for DDR4-2400 CL15 or better.

There are a few DDR4-3000 kits with low latency timings coming onto the market which should offer higher performance, but you'll be paying a premium for them. You will also need to have a good integrated memory controller in the processor (subject to the silicon lottery) and have excellent power delivery on the motherboard for the high memory speeds to be stable.
