I'm looking at the bolt 3 and I wouldn't mind getting the water cooling but at this time it is out of my price range. I was wondering if I could mail the computer after it is purchased and get the water cooling added on?

you'll still have to pay for the parts and shipping costs (both ways) i believe. it might be best to save a little longer and have it done all at once.
