Single monitor gaming on 30", second monitor for TeamSpeak, utilities, etc.

Gaming, work machine with no advanced need for rendering, video processing etc. Just stability, browsing, email, spreadsheets etc. Machine will run 24x7.

Special Needs:
Best possible speed (level one overclock) on air cooling unless water cooling has advanced in the last 4 or 5 years. I want a machine I won't have to mess with for 4 or 5 years.

For that budget, I can suggest a much much stronger configuration that would far exceed the performance of the air system you somehow set up,      

Yes, more efficient liquid cooling in 2019 is quite safe and fully maintenance free using an all in one sealed cooler from Corsair.    (any pc will require regular attention to keep all your components clear of normal dust buildup).

This really excellent Lumos (Corsair Crystal Series 570X ATX case) configuration uses much stronger components at nearly every selection.   Performance would absolutely do loops around the setup you are showing, and would last you far longer.   You would get far more value and performance for your investment.

Excellent 8-core i7-9700K CPU, Asus Strix Z390-H motherboard, a drive 1 M.2 NVME SSD that is 5 times faster than standard SATA III drives, a 2 TB drive 2 SSD, a stronger Corsair all modular gold efficiency PSU with longer warranty, a much stronger latest greatest RTX 2070 Super GPU.
