Are you gaming? If so, the Vanquish level 3, Best, with its gtx 1070 is just right for the budget and you 1080p monitor.
If no gaming, then the level 2 , Better, would be fine. If in the budget get the best you can, the Level 3. Never know what you'll be doing in a year or two. For 4K you will need SLI 1080s or an overclocked Titan I think.

Yep, for 4K , you need at least a gtx 1080 or sli, 2x 1080 if you want high graphics at decent frames. A gtx 1070 will drive a 4K, but graphics would have to be lowered.
