Help! My kid just unpacked his new computer and it's not working. It has power (we can see the orange light), but the lights and fans keep going on and off but never completely powering up

What troubleshooting can we do?

Bummer, but shipping can and often does cause some issues with a newly arrived pc.   I don’t know what you ordered, but a couple of general things I can suggest...

Assuming this is a normal mid-tower PC and not a laptop....

1) Unplug the power supply.    Remove the side window.   Take some photos for
     your own use. Note if any kind of shipping damage is visible.

2) Ground yourself by holding onto the metal frame of the rig to avoid static
    electricity zapping your components.   Do this before touching any components.

3) Insure that your video card and RAM are firmly seated down in their slots on the
    motherboard.   These are frequently dislodged by shipping mistreatment.

4) Check to make certain all cables & plugs are firmly seated.

5) If you have a dedicated video card, make sure your monitor DisplayPort or HDMI
    cables are plugged into the output sockets on the video card...not the
    motherboard I/O video out ports.

6) If you have HydroLux Pro liquid cooling, check for any sign of leaks at couplings.
     Do not power up again if you do find a leak...stop and contact DS Support.

5) Otherwise....Close the case and plug power back in.

Try booting the PC again, and take note of the colored lights on the motherboard and what they do.     If you end up calling DS Support they will be interested in what you see the lights doing.    Generally, most motherboards will show a Red light that will go off when it successfully “posts” and finishes the boot up string of commands OK.    If the red light stays on, it can indicate a failure to post...a motherboard boot problem.    If this occurs, try booting up again...sometimes a fault will resolve itself just with a restart.

Hope this helps.    If not, start a DS Support Ticket or call DS Support during regular business hours.   Make sure you give them your order number.    They may need to get back to you, but DS Support will take care of you.    Let us know how it all goes.

Sorry you are having issues.

HockeyBuck has given you solid advise. Also, if your motherboard (mobo) has a Q code panel (2 red letters/numbers in a corner). It should show a two digit code and your mobo manual has a chart with what they all mean.
