Hi jtav....... Here's a build just a bit over your budget but uses the closed Corsair 600Q case for no light show and quiet.

The gtx 1070 is the recommended card for max gaming on a 1080p monitor. The EVGA has excellant customer support and the ACX version has zero rpm fans below about 64c, and quality components.

I opted for the 750watt psu that was about $34 more than the other for its Gold efficiency, fully modular cabling and longer warranty.
