If you're willing to spend another $400 or so we can show you an Apollo level 2 build with a better power supply and a choice of motherboard but with DS limiting video card and SSD selections lately it becomes less cost effective.

i like this a ton how much would it be to have have a 1080 over a 1070 and would it be worth it and what about liquid cooling

Going with the level 4, Ultimate, Vanquish is still well within your budget.    It does give you the gtx 1080 and the liquid cooling, but the 1070 is all you need for 1080p screen and unless you're overclocking the CPU then the air cooler is fine plus super reliable with nothing to go wrong.   

Nothing wrong with going gtx 1080, just not needed right now.   Can't predict future games or if you want to go 1440p screen.    

I'd grab the Best level 3 but up to you.   

Everything is installed.   They might not be the latest drivers, they are released pretty regular, but in most cases, the latest drivers aren't needed, plus it's easy enough to update drivers.

if you're looking for pre-built with limited customization, try the Vanquish line.  any of them can handle 1080p just fine.  of course, the higher the model, the better the performance and more bling you can turn on in your game settings.  my son has a 1060 in his rig gaming on a 1080p 120Hz monitor with a second monitor for web surfing and does just fine.  in fact, a 1080 is overkill for 1080p.  

i'd say the level 2/"better" model is the best bang for buck at 1080p.  the cpu isn't unlocked for overclocking but it boosts up to 4.2GHz, which is plenty fast.
