Budget:
$2,000- $2,500

Expectations:
-Upgrade 5 yr old rig: 2500k 750gtx card
-Gaming at 1080p will be quite some time to upgrade to next level
-Somewhat futureproofed

Usage:
Gaming- The division, Arma3, Battlefield1, world of tanks, ships...

Special Needs:
-Is airflow software good? Or is freeware like MSI afterburner good
-OS Optimization- worth it?
-Shipping- which way to minimize potential damage?

I will give you my advice in the list below. Please note that the following quotes are from DST4ME(one of the gurus on the site):

1. Overclock(OC) the CPU. Arma 3 is heavily CPU from what I've heard so that is a must. "Imagine if I could make your brain think much faster without any side effects, that is ocing your cpu." Now, it might be tempting to do an extreme OC, however, we don't want the vcore levels to get too high. "[V]core is very important and one of the things that will decide the life of your cpu, high vcore = shorter life."

2. DST4ME is not a fan of the h110/h100 aio. You can ask him further about those two but he has said this, "I have installed and replaced these h110, h100, etc not the h115i tho, and they all have issues within 2 years."

3. If you have any more questions, you will want to speak with DST4ME, bprat22, db188.

Better power supply, video card, cpu cooler and HDD for not that much more.

You didn't mention the monitor's resolution.  That is what determines the video card.   The gtx 1070 is great for 1080p and 1440p with adjustments.

Forgot to throw in the overclock.   Not as big a deal nowadays, but I still like it for the money. 

Forget OS optimization.

The motherboard can be uswed to control the cooler fans or a third party or the Asus FanXpert 2.  Case fans should be left where they are.

almost there! IN trying to shave some costs- thinking about the Corsair Carbide case instead. Any downside? Keeping it simple resists the temptation to add internal lighting/ coloured fans...etc. I am an older gamer so extra costs on better parts more important than extra bling :)

The 600q case is a real nice case. No downside with your setup. It is quiet, no bling but a neat, good looking case. I prefer some lighting, but that's just me.
