So do i have to do anything to activate that or is it already overclocked all the time, how do i check how many GHZ i am running at?

The overclock is already there, ready to go when stressed. In most cases, the overclock stays at base clock,3.5 for example, and ramps up to your 4.2,4.3,etc. when you stress it with gaming, etc.

Dowload CPU-Z , install it and run it while gaming or any stress on the cpu.   The bottom left Core Speed will show in GHz.. 4200GHZ is 4.2 Ghz.

Thanks it helped a lot, so i just play games and if they run slow My GHz will just automatically crank up>?

Yes, it doesn't wait to see how a game is running, just clocks up when the cpu has load on it.

I've been wondering about overclocking too, would i have to get a higher-end motherboard to overclock the cpu to 4.5 - 4.8 Ghz? could i just use the basic watercooling unit that's normally listed in the configurator or would i have to spend a lot more? Would the CPU stay cool enough with a basic cooler even when running at 4.8 Ghz?

Overclocking to 4.8 would probably take a full water cooled system, like their Hydrolux level 1 for the cpu.   Even then, the cpu still determines how far you can push it.  Called the Cpu Lottery, because each supposedly identical chip is different.

No way of saying until you try it.   Mobo, chip, cooling all play a part.  

Unless you have apps that really make use of everything you can squeeze out of the cpu, going above 4.4 is more a bragging rights thing, where you bench for fun and competition with others, imho.

so is there a point to getting the ASUS X99-DELUXE USB 3.1 instead of the GIGABYTE GA-X99-UD4 on the Apollo? If i am not overclocking above 4.4 Ghz is it necessary to get anything better than the cheapest motherboard thats automatically listed with the machine? I wonder if the really expensive motherboards would have any features that I would ever use?

You'd have to check the the features of each mobo and decide for yourself.  The higher end boards usually have a better audio chip, better quality components like the caps and chokes and be compatible with the new USB 3.1 for faster storage. 

If you don't see anything in the specs that you feel you'd use, then you probably don't need it.    The quality of the board is always important but they're all decent boards for the average gamer.
