i am think of get this base build

Configuration Code:     1288182

my question is about the USB plug on the Chassis specs it says 2x USB 3.0 and the Motherboard has 4x USB 3.0 8x USB 2.0 so does the Chassis only have 2 USB plugs? i need about 4 USB plugs do i need different chassis or am i missing some thing

There will be USB ports on the front of the chassis (just left of the fans).  There will also be additional ports from the rear I/O panel of the motherboard exposed on the back side of the computer.  So, in short, the answer is 'no.'
