Budget:
$1400 INCLUDING mouse, keyboard, +monitor

Expectations:
handle high settings

Usage:
League, Dota2, Starcraft on medium-highest settings

Special Needs:

I was planning on getting bolt level 1 or vanquish level 3? any recommendations?

The Bolt Lv 1 will allow you to have a more portable machine while the Vanquish Lv 3 will give you a slightly larger chassis for any future upgrades you might want to do. The Lv. 3 Vanquish might be your best option as it allows you a buffer to get a keyboard/mouse + monitor to stay within your budget.
