I have a NVIDIA quadro P2000 and a Toshiba 43LF621U21 43-inch 4K UHD monitor but the card is saying "generic driver" and only allowing 1920x1080. my crappy old computer and monitor could do 4k no issue. what is the catch here?

It sounds like you do not have the proper driver installed.

the digital storm computer came in today with the latest Nivida driver 442.92 159681
less than 2 months old. I can't find a "driver" for the monitor anywhere. Toshiba 43LF621U21 43-inch Smart 4K UHD and it is hooked up via Displayport to HMDI not using the DVI that only works at 2k. |

This is exactly your problem, as long as you're using an HDMI 2.0 or 2.1:
https://www.reddit.com/r/techsupport/comments/7qzetx/quadro_p2000_not_working_with_4k_tv/ I am clueless why the OP had to do a driver re-install, he also says it was the current driver. But it worked. If you're not comfortable with this, contact tech support, and see what they say. Hope it helps.

This is windows 10, right? I had a problem with my laptop supporting my monitor (a 1920x1200 monitor, fairly old model). I had to do a lot of digging to find support. Some monitors don't have updated drivers for windows 10 if they're old enough. I ended up having to delete the driver and uninstall the device and then i installed the device with add or remove devices, which pulled a generic driver. It worked, but it was sketchy. I ended up ordering a new 1440 monitor for my new system to avoid having that same problem. My old monitor was over 10 years old, though. Not sure how old yours is or if this is what's causing your issue.
