7970 Liquid Cooling Question

I am thinking about purchasing a computer with dual 7970's, 16gb of corseair vengeance RAM, and a 3.50 GHz processor(no overclock.

My question is what cooling system would prevent this from overheating and prevent this from being one expensive paper weight.

Which is an acceptable + Optimal Route for Cooling

1.H20: Stage 2: Corsair H100 Liquid CPU Cooler (240mm Radiator)

2.H20: Stage 3: FrostChill Cooling System

3.Stage 4: Sub-Zero LCS Cooling System

Of course any suggestions would be awesome, please rest on the side of the cheaper option, not just the "hey why the hell would'nt you throw the expensive option on" :P

The liquid cooling options you listed have very little to do with cooling  crossfire, 2x7970"s.  These coolers are for the cpu.  To keep the gpus cool it's important to have a great case with the fans needed to push the air out.  Graphic cards have their own fans.  There are liquid cooling options for gpus but it can get expensive.
 
You didn't mention monitor size or resolution or whether this is a gaming rig or for video rendering, animations , etc.
 
The ODE level 4 is a cf 7970 rig with the H100 cooler for cpu and the X79 platform with 6 core cpu and quad channel ram if you need that for rendering, etc.  It is one of DS's best bang for the buck setups with SSD, X79, cf 7970, etc.
 
 
If only for gaming here's an example of a build Z68 platform

This build has the HafX case, the best for air cooled systems to get the heat out and keep cf 7970's cool.  Unless you spend the $$$ for full water cooling on cpu, chipset and gpu then this is a air cooled system.
 
The Z68 platform is all you need for gaming,.
 
I put in the H100 cpu cooler because that seems your direction.  The D14 air cooler is more reliable and cools about the same and is quiet.  The Stage 4 Sub Zero option is also good, but does cost alot more.  I think the H100 or D14 is more than enough to do the job unless your into countless hours of really pushing the rig and go to higher oc'ing.
 
If you don't want to oc then the cooler is less important, the oc'ing being what generates more heat.
 
I put in 8GB ram.  It's all gaming can use.  16GB would be with X79 platform and the video editing etc if that's what you do.
 
I did put in oc'ing out of habit and is a inexpensive and safe boost in gaming.
