If the budget is 5k why not get a 2080 ti? I'd rather skip the extra mechanical HDs for this. You can always add extra HDs later.

Your suggestion would put him almost $700 over budget even after the discount. Assuming he's not trying to rock a 4k monitor, the 2070 SUPER he's selected is the price/performance choice for a 34" at 1440p. The SUPER performs very nearly what a 2080 used to, and overclocked, it may exceed that. It is precisely the card I would have recommended even at stock.

Overkill is comforting and all, but IMO, when it costs the kind of coin we're talking in video cards, it's a real waste.

Unless the individual intends to add on to the selected cooling system, I find it a rather odd choice to OC the graphics card even more while having the liquid cooling strictly on the CPU. During gaming, there will be a lot more heat coming from the graphics card than the cpu.

I would lose the extra overclock on the graphics card as its really not worth it unless you're going to water cool it as well.

My take on this is that you are using Aventum X...the best case on the planet for water cooling & Overclocking everything....+$290 and you can add the GPU to the HydroLux Pro cooler and go ahead and keep the GPU Overclocked.   14 case fans...3 big radiators... so make use of all that cooling and see what the 2070 Super can really do....
