I was thinking I was going to build a laptop for the graphics computer at my shop.  I have simply come to the realization that I can get far more PC for my money in a desktop. 

This computer will be used for basic CS5 use, no 3D stuff, just graphics/design for printing.  I own a print shop and need this for my graphics guy to keep at his house and work.

I would like to stay around $1200. 
6-8 GB Ram

Should I stick with Intel or go AMD for this build?

6-8 is a pretty high demand for ram around $1200, still worth jacking up the processor as that would help PS productivity
 
or you could save money not buying it and hire me Strong

What are the most important components when putting together a Graphics Developing computer.  I am beginning to think I may want to allow this PC to be compatible with 3D renderings.  I may need that eventually.  I am bumping the budget to $1500 if I can accomplish 8GB ram and 3d for around that I will do it. 

Anyone have a recommendation on where to pick up a copy of CS5 for a reasonable price?

well it doesnt take very much to be 3d capable, im just curious what makes you stuck on 6-8 gb ram. sure it helps, but its not required by any means, especially not on a lower budget.
unless you are doing 3d on an industrial level, it will still rely on your cpu first, gpu will not be implmented for either
 
for 1500 you could still just get the near-lowest video card availible and a 920 with 6gb ram at 1600. should be more than you need to do handle small business type stuff, you could also consider an SSD if you are working with some massive read/writes... Ive yet to see photoshop need this in real life use, but i never work on res over 1920x1080 @ 72

I read that 12Gb RAM is the min recomeneded RAM for CS5

it just depends so much on what you use it for.. even cs5 will run with 1gb ram, but its relative to what you want to do with it. for stuff like website art/digital art/banners/picture editing.. anything like that, even 2 is enough to USE it and 4 is enough to use it fast
im not saying that i know everything about it, just saying you have to be doing some pretty freaking intense stuff to need 8gigs, i couldnt even imagine using 12

I know it can be used for a wide variety of purposes, I have just seen that the min recommended is 12Gb, and 24Gb is preferred.

The main thing is getting an Nvidia graphics card.  The Quatro is too pricy for your budget, but if you could afford a gtx 470 they are certified on CS5 and allow you to use the Mercury Playback Engine.  Though I don't know how much that affects photoshop it's key for video editing.  But in anycase get a CS5 approved video card or be ready to do a hack for that.  Either case you need to go Nvidia.
