When gaming with the FPS unlocked, I find my games stuttering a lot. I'll be running 150+ FPS in various games, but I usually have to lock the FPS using v-sync to get the stutters to go away, which means 60hz as my 5700XT doesn't have HDMI 2.1 for my LG C9 4KTV :(

One parameter that I haven't touched in the BIOS, mainly because I don't have the knowledge to do so, is in the RAM settings. I'm using the "32GB DDR4 3200MHz Digital Storm Performance Series" RAM.

Could it even be that the RAM itself is too slow by default? I hear RAM can be a lot quicker than 3200mhz these days.

RAM is not the problem. Your video memory is in charge of frame rates, but what is displayed is limited by your video receiver, whether monitor or TV. Not having HDMI 2.1 is your issue from what I have seen. The transfer rate from card to TV cannot be 120 fps because the cable can't do it.

It is just a matter of simple cable tech and its limitations. That is becoming more important as resolutions and speed increase.

It might not be the cable. Check your TV's specs. Your TV is probably limited to 60Hz.
