I am a soon-to-be college student, taking courses in graphics, and would like to know what custom-built PC would be a good choice for developing graphics, and advertising? My budget is at $1200 max!

If by graphics you mean art work with the advertising, then these processors, the i5-7500, will do it.  If you mean graphics design, editing, stepping up to the i7 would get things done faster, but not needed. 

Your monitor's resolution and the type of graphics determines the video card.  The gtx 1060 is a good balance between cost and rendering.
