I've tried unplugging it and re-plugging it. I used many different USB cords. The weird part, my brother and I have the same PC from digital storm and it works perfectly on his. It's also worth noting that it worked a couple of months ago, then suddenly it stopped. Any ideas?

Any driver warnings in Device Manager?

Go into Device Manager, check MrCheetah suggestion and if no yellow warning asterisk then right click the usb hub, etc and uninstall.   Reboot pc and Windows should locate and load new drivers.   Windows updates can screw with usb drivers among other things.
