Controls (top of case)?

There are two controls on the top of the case that I don't understand:

1. A 3-way switch (labeled 1-2-3). What is this switch for?
2. A button (level with surface) which has a counterclockwise circular arrow to one side of the button. What is this for?

I would expect the left button is a ReStart button. Slider could be preset Fan Speed Settings or Lighting Settings...

Thank you HockyBuck, I tested the button – with my system up and some windows open, pressing the button shuts directly down to a black screen and restarts to the lock screen.

I played with the 3-way switch while watching fans and lighting but could not see a difference. Maybe I will find out for sure the switch usage.

I found some specifications for my machine. The 1-2-3 way switch is for fan control but it is not connected for my build. Question is now answered.
