My coolant is not flowing and the radiator/pump is making an awful noise, so my PC shut down. There was tons of old dust trapped in it so I cleaned all that out, but it still won't work. The noise is more constant and the PC won't stay booted up. Any ideas of what to do?

It sounds like your pump failed. Do not keep on trying it to boot, it is shutting down itself due to thermal parameters being exceeded if there is no coolant flowing. The dust should not matter,although not good at all. What system do you have?
