I'm using dual-loop liquid cooling to cool both my processor and my video card (ATI 5970) and am currently working with DS to replace my coolant reservior since the one I have is cracked and the coolant level is only about half full.  I started having a problems with my video card overheating and it shutting the system down, at first this only happened occasionally but now it is happening every time I boot the computer.  Previously it has been working fine and the warmest it ever got according to my catalyst control panel was 35C but suddenly it's idling at 55-65C and I've seen it as high as 77C before it turned itself off.  I've cleaned the system and used compressed air to make sure all fans were functional and unclogged and that nothing had come unconnected.  I can feel vibration of the water passing through the tubes however the water is always warm now.
 
My question is, could the coolant level in the reservior cause this problem all by itself?  Would having a full reservior make that large of a difference in the heat level?
 
I'm hoping that replacing the reservior with a new uncracked and full one will fix the problem but in the meantime I'm seeking input on what the problem could be and possible solutions.
 
Edit: Just tried to launch a game, temp of card immediately jumped to almost 100C

I just took another closer look at the reservior, it appears to be a box split in half down the middle.  On each side there is a hose connected to the top and one connected to the bottom.  On each side at the bottom of the reservior there is what appears to be a blue wheel, which I'm assuming has something to do with how it feeds water into the lower tubes.  On one side the wheel is spinning, on the other side it appears to be stuck, it is trying to spin but it can't (it resembles a broken clock trying to tick in that it starts to go forward then it goes back). After doing some web searching on the Sub-Zero LCS which is what I have, I'm not seeing a wheel in the reservior so I'm thinking it may be part of the pump but I'm not certain.

the blue wheel is the impeller, and yes it should be spinning fast,

ok, you can consider this issue closed, I spoke to DS tech and they are sending me a new reservior to replace the cracked one and one new pump to replace the one with the broken impeller
