I want to get a bit more of an OC. 4.0-4.2 hopefully. Anything over 3.8ghz and It gets a little too hot for my taste 65+

the thermal electric seems a bit overkill, especially since you can achieve the same results with something that is half the price. 

I would go with the V8- DS uses it and it has a really great track record.

Well I plan on upgrading to a Q9550 Later this year or when im actually going to need a quad over my dual. I want to be able to OC it pretty far, im hoping for at least 3.5ghz if not more.

The best air cooler I know of, is a lapped TRUE, use two Yate Loon D12SM-12's in push pull, and you will be set. The last build I did with a Q9550,  The TRUE kept the load temps (IBT, Prime 95) under 60c, @ 3.9Ghz.  If you are not comfortable doing the lapping yourself, crazypc will do an ok job for $19.99. Lap the IHS while you are at it. Ouch

Is the TRUE lapped in that test.. lol  What fans?
The TRUE will not beat the 1283 by much with a dual core, but a heavily OC'd quad, it will beat it by a landslide. I have built 3 Q9550's and a Q9450, and the true beat the 1283 by over 10C on load, and that seems to be in line with other comparisons.

Hmm I might have too look into that then.

I've ruled out the TEC cooler, turns out its really not all that good because the fan can't keep up.

Now its between the TRUE and a Coolermaster V8, V10, V12!!! OMG V10 IS HUGEEEE

I have only seen one comparison, with the TRUE lapped, but with a lacking fan, and the results were very close, 1-2 degrees in the favor of the TRUE on load temps. But maybe that was the V-10... I am at work, and have to go off memory.. I have very limited amount of sites I can acess here... Still don't know how I can view DS's site. lol

Haha. I wonder how the v12 performs. Supposedly it can be modded to have 4 120mm fans on it.

I would go with swiftech blocks, Black Ice/Thermochill rad, and the pump well go with a 22 psi or 50psi. swiftech has one so does DD

CPU temps of 65+ C hardly sounds excessive. Is your particular processor really that sensitive to high temperatures? After all, running extended benchmark testing, any cpu is gonna run hot!

I would not recomend buying a water cooling kit. I have learned the hard way, have lots of parts and pieces from pre-made kits, that I will not use. lol
 
It is not hard to put together a great water cooling setup fom scratch.
 
If you want great cooling + low noise, avoid the Black Ice  GTXseries, they are effective, but only with high output fans.
 
My last computer turned out great, with a Fesser 360mm radiator, and a Swiftec GTZ block. With 3 Yate Loon medium speed fans in pull, with shrouds. low noise, great cooling.

Just from my experience.
 
If you do decide to water cool, I would do as DS would do and use the same components. I have had good temps under full load and the only add-ons I did were to lap the CPU, used liquid pro heat sink compound and a dual radiator for the CPU. But even after all that with a room temp of 21c my CPU will hit approx 62 full load at 4.2 Ghz.
I tried the kits, some can be messy and leak. Your temps are not bad at all though.
 
The liquid pro and the lapping you might want to leave out unless you have an extra CPU to play with ( some say it weld the CPU to the cold block but I have not had that issue YET). With liquid pro I find it only works well when you have copper to copper. I am using the stock GTZ cold block which has a lapped copper interface.
 
Thats my 1 1/2 cents worth.

Define "load" and what did you use to monitor temps?  My 9450 @ 3.6 with a Artic 7 idles around 44C lol

Load for me is the intel burn,futuremark 3dmarkvantage and 06, super pi,OCCT and prime 95.. To check temps I use different monitors. None of them are exactly the same.  Core Temp, HWmonitor,CPUz,RealTemp and perfmonitor. The Nvidia permonitor is the highest at 38-42C idle and 61c @ 4.1 ghz
 
The GPUs are 41 c Idle and 64c with 3dMark06 and Vantage
 
I am overclocked at 4.1 Ghz and the GPU's are at a slight overclock of 648/1404/1161
 
and the room temp now is 23c.
