I looked in windows and cpu-z, all show my 2500k at 3.30, but it's supposed to be at 3.39. Is there a reason it's not showing, is it supposed to show?

Yes there is a reason, windows does not show the oc speed, also you have speedstep, which keeps the cpu at low speed till its under load and the power is needed.
run CPU-z and put pc underload, then you will see your oc. |
