So I am trying to update Java, but I get a 1723 error ("Problem with Windows Installer Package. A DLL required for this install to complete could not be run"). I can't uninstall if from Windows or CCleaner.

Any ideas here? I'm afraid something may have been deleted from the registry because I can't see anything wrong with Windows Installer.

did you try deleting it in safemode?

Have you tried downloading the "Windows Installer Cleanup Utility"?  Remove all existing Java installs, and then reinstall the latest Java.

In safe mode, I'm given a message that Windows Installer is working properly. I'm not sure if that's the problem though because I was able to uninstall another program.
 
And the Windows Installer Cleanup Utility doesn't seem to be available to download there. In the article, it mentions that the utility is no longer available since it could damage other components. Is there another place to find it?
