I downloaded this cool tool but I don't know how far to push the setting's
safely. I have the Intel 6700 quad core cpu, the 680i motherboard, 4 gigs of Corsair 800MHz XMS dual channel extreme performance memory.

It's for your graphics card(s). As far as how much a card can be pushed, it depends on the card. Generally, you try 20MHz increments and then launch a graphically intense application and watch for signs of video artifacting. There's a decent guide on this here
