Fallout 4 Freezes Mouse on Launch

Been installing games on my new Win11 Velox--my 3rd DS rid--built around an RTX4070ti, AMD 7950x3d, 4TBSSD.

Fallout 4 Steam is the only game that's fubar; it causes mouse to freeze in a small box in center of screen on launch, requiring a hard reboot. Verified file integrity; adjusted gpu settings; tried windowed, borderless--all with same result. Skyrim AE works just fine--but not Fo4.

So what to do? Any advice most appreciated!

If you alt-tab out of the game, then alt-tab back into it does that fix the issue?

No it was vanilla, freshly installed. Alt+Tab, mouse, and all keyboard input was nixed.

Solved problem by waiting about a minute until the 'press any key to continue' notice appeared. Mouse was still stuck, but pressing a key completed startup process. Game+PC then behaved normally.

But even with 5,800+ hours in Fallout 4 on four rigs (3 of them DS!), I can never recall a situation where the game caused a total system lock on first time startup. There was no progress bar or other indication that the game was doing its first time thing, so it caught me off guard.
