So I want to outfit my comp with silent fans for a decent price. I need 2x 140mms, and 4x 120mms. Preferably no LEDs, but white is ok.

Noctua makes very quiet fans, but the largest size they have is 120mm.

No, they have 140s, but like I said, I'm trying to do so for a decent price. It would be almost $160 to outfit my comp with Noctuas.
