Demon makes a good recommendation to fit your budget.

Your expectation of 240 FPS is probably not realistic for that budget on an RTX 2070....even at at 1080P monitor resolution.

The recent 2019 Lumos my son uses is equipped with an overclocked i7-9700K and one stronger NVidia RTX 2080 Founders Edition, and playing at 1920 X 1200 monitor resolution he can get 100 FPS on High settings in Fortnite...120 FPS if dialed down to Medium settings.

Not sure if even a top of the line RTX 2080 Ti would get you to 240 FPS at a lower 1080p resolution, but your stated budget won't go above a RTX 2070.   If you are really serious about needing more powerful graphics, your budget will need to increase about +$400 to use the RTX 2080, or +$800 for the RTX 2080 Ti. Your eyes can only detect up to 60 FPS anyway, so above that is just extra....
