Note the overclocking on the gpu, and cpu.
Will this support VR well?
How much of a performance hit will I take by not getting liquid cooling on the gpu (I assumed the air cooling would be ok)?

Your proposed system runs circles around these requirements. You may want to consider changing your CPU to a 9900K. Games, and I would assume VR, are going to be heavily single core dependent.

I don't recommend overclocking the GPU on it's own fans. They will spin up more often and make more noise for very little gain. This system, as GrandesBollas mentions is overkill. The Ryzens generally don't game quite as well as the Intels. The 3950x is ~$300 more and 5% slower than a 9900k for gaming. DS does NOT overclock Ryzens.

No one needs, or will even use, 64GB of RAM for gaming. If that's your use, more than 32GB of RAM will stand idle. Total waste.

I hope you have some really INTENSE workstation type duties for this build. For gaming it's not as good as it could be. Sorry.

Yes, the idea here was to create a workstation for my heavy computation projects. I also wanted a system that could game in VR

You have made some very solid choices for a workstation. It should be pretty darned amazing I'd think.

For VR, the RTX2080 will not need any further help. It''s a very strong pick.
