I own a gtx 680, and it has 2 fans and I noticed one just stopped, and ontop of that been having heat issues despite clearing out dust...and even before fan failure!

Anyways I am wondering is the 950 or 960 a step up or step back from the 680? I am not working the same job I was when I bought my system, and I can't afford to go big like I usually do! Otherwise id just buy a 980! lol

a 680 probably falls between a 960 and 970 in performance.

Like db said, the 960 is a step back in gaming performance, and the 970 a big step forward.   970 if at all possible but money does decide.

Nice.    The 970 is more than a 960 but it's a good 50% + stronger in gaming over the 680.   With mine and a 5 year old CPU, I can max everything out there on a 1080p.   Not everything needs to be maxed for a fun experience, but it's there for future needs. 970 is a tough card to beat for the money.

Enjoy.

A few months ago I went through the same decision making you probably just did. Not a lot of money so should I upgrade my gtx 570 to a 960 or 970. Almost pulled the trigger on the 960 to save $100 and still get a stronger, newer tech card.   But, all my research, benchmarks, etc made the 970 well worth the extra cash.   Spend another $100 now or spend another $200-300 in a year or two.     The 970 rocks.
