Im getting green static on any color thats red on my PC, whether it be a picture or on a game.  Has anyone else ever had a problem like this or know any fixes?  Im not sure if its a setting, if the graphics card may be dieing, or the computer monitor.
 
Im about to swap out monitors to test the monitor theory, any other input would be appreciated.

Forgot to mention, its a ATI Radeon HD 6950 2GB card.

No worries, it looks like its either an issue with your monitor, cable, loose connection, re-seat video card, or maybe even drivers. If none of those things are it, it's most likely that your video card has gone bad.
