Having a brain fart on what the proper name for it is, the bar down were your start button is...

But I see other people modifying that to change its looks and etc. Not saying the color, but asking how do I change its look over all, size, what it looks like, and etc.
Don't know if I am explaining myself correctly, thanks!

that looks like a different theme and a third party toolbar, I'm not sure.

The toolbar is ObjectDock, it Rocks!!! It also keeps the desktop cleaner. 2.0 is coming out soon too.
