nicely phrased question
Liquid cooling is the alternative to having an Aircooled heatsink on your CPU
It consists of a Waterblock, tubing, a Resevoir and a Radiator.

Watercooling is mainly used if you want to overclock your processor very far, with good temperatures.

If you dont want to overclock very far, best to save money and go with Air cooling

Depends on the type of liquid used. Usually people will use non-conductive liquid so that in the case of a spill the components will be relatively safe. Of course, if there is just so much liquid all over everything (getting in the slots and such) it can still pose a big problem.

However, if you get a system from DS or anyone who knows what they're doing with an LC system, the chance of a leak is very, very slim.  If it does happen to leak and you have a DS system, everything is covered under warranty.

It's really not that dangerous unless you have someone who has no idea what they're doing putting it together, and even then it's really not that hard to figure out.

the res is usually no where near the motherboard
usually problems come from hose leaks, or a cracked waterblock (very rare)
