The Level 1 Vanquish only draws 130 watts under full-load.

The highest I've seen the Bolt I with a overclocked 780 Ti draw is right around 300 watts.

It'll be very interesting to see how much lower those numbers can fall when NVIDIA rolls out the bulk of its Maxwell-based line. They used Maxwell to slash power consumption by 60% for the GTX 750 Ti - and that's still on 28mm. Combine it with a die shrink, and we may be seeing some very powerful cards sipping much less power.
