I received my computer this week and tinkered with a program by the name of Asus AI Suite and I clicked on the EPU tab, and I think it underclocked my CPU when I clicked on it. I'm not really a technical dude so I'm not sure if the core speed is correct, is it? 

Oh and this is the PC when nothing intensive is running on it.....if there was a intensive program it'll shoot up to 3900.0 mhz because of Intel Speedboost or Speedstep or something like that.

this is normal. its called speed step, when the processor isnt doing anymore it clocks it self down to 1600mhz/lowers the v-core to save power.

Try using an application or game with that window open and you should see the processor spike up to it's higher frequency.
