How much will stage 3 cooling improve my CPU because its a bit expensive and I just want to know how worth it is since its going a bit over budget.

it will give you a higher chance at a better OC. But if you are on a budget get the Cooler Master V8.

In most cases, yes. It all comes down to the chip that is used.
The stability of the chip can vary a bit from chip to chip, so two chips side by side with the same cooling may have different overclock amounts, (i.e. 3.8 for one and 3.9 for another).
With that said, in most cases, the same chip that overclocks to 3.5 on air cool may overclock to 3.8 on liquid cool. This is not a guarantee and I am using these numbers as examples, your mileage will vary.
In some odd cases, an air cooled chip may beat a liquid cooled chip, but not by much. So it really comes down to what overclock level you want to reach. We have recently had someone with an overclocked i7 920 reach 3.8. That is pretty decent. It is entirely possible that he may have reached 4.0 with liquid cool.

LCooling usually keeps temp ranges very minimal
most people ive talked to usually have a 30degree idle and a 45-50degree full load, so even at load the lc keeps the overall temp in check |

You also don't have to jump straight to Stage 3 LC to achieve better results than air cooling. Stage 2: the cool-it eliminator has reviewd quite well on the web and is a full system in and of itself that requires alot less maintenance than one would think. Just my 2 cents anywho. Nothing at all wrong with getting the V8 or the Stage 3: LC package, I just make note because you said the stage 3 went over your budget. The choice is ultimately yours.
