Hello,
I'm looking to buy a new gaming PC and would love some advice if possible ;D
I was looking to buy one last year but stuff happen and i end up putting a hold on it ;S

my budget is around $4,000. I will be using the new PC for mostly gaming and watching movie.

I'm a bit unsure on CPU and GPU.
should I bump up CPU to AMD Ryzen 9 series.
For GPU, how is Radeon RX 6900 XT 16GB and GeForce RTX 3090 24GB. should I upgrade my current one to those 2?

That's a really powerful computer for gaming. The 1000W power supply is overkill you'll never need. The 850W is about 400W of overhead on that system.

An AMD CPU with more cores will not improve gaming performance. You could get the fastest gaming chip out now with an Intel 11900K and an Asus ROG Maximus VIII Hero motherboard for $154 more with everything else the same. The price differential is all in the mobo.

You don't say the monitor resolution you are aiming for. At these prices, you shouldn't want to overpay for what you need. At 1080p, the 3060 Ti is killer. At 1440p, the 3070 is right. The 3080 will max out 1440p and game very well at 4K. The 3090 is for masochists who must burn money. It's a $1500 card going for $2900+. The Nvidia cards get the edge over the very solid Radeon line IMHO because of Deep Learning Super Sampling (DLSS), and a more mature ray tracing tech. It's not much, but it's an edge.

You deselected internal lighting, so....

I wouldn't change anything else. You'll never see much difference with the Intel chip, but you will have bragging rights for maybe 8 months. The CPUs are overpowered strictly for gaming these days, so getting an edge there doesn't mean a whole lot.

In that case I'm going to go with 3080 for GPU.
I'm usually buy a PC once every 4-5 years, so I usually like to get a bit higher end mobo and CPU so I don't need to upgrade them.

I'm not a big fan for internal light since the PC going to be in to my bedroom. ;P

I'm a bit undecided on the CPU and mobo for the moment.

in either case going with "Intel 11900K and an Asus ROG Maximus VIII Hero" 
or "Ryzen 7 5800x and ASUS ROG Strix", they should not made much different and should last for a few years right?

Either CPU/motherboard choice would be considered very strong for a gaming rig, and will easily last 5 years without hindering your performance. The Intel 11900K is the fastest you can get now.

Oh Sorry forgot one question,
I'm sometime running an App like BLueStack, Nox Player, and such to play some mobile game.

is it going to be any issue with this setup? so those mobile emulator doesn't seem to be that optimize.

These emulators are designed to run on modest hardware. That they may not perform as well as they should on some systems is not going to be the case with this rig. This is state-of-the art 2021 hardware that will run rings around whatever you are using now to run those programs.
